"Madam President, ladies and gentlemen, the Small Business Act was conceived and was born in a different climate to the current one, at a time when there was growth and development. We come to adopt it today in Parliament in a totally different situation, while SMEs are suffering severe hardship and great difficulty as they are hit by the storm of the manufacturing crisis and the financial crisis. As we adopt the Act in Parliament, I believe the primary message should be to say to SMEs that Parliament and the European institutions are standing by them and want to strengthen the will and capacity for resistance that small and medium-sized enterprises in Europe are now demonstrating in the face of this storm. We want to reinforce this by indicating the priorities of this support and by saying practical things: calling for more flexibility in the law, and for tools to be made available that will create an environment less hostile to these companies. The second thing that I believe we must demonstrate is that we are helping SMEs in what is currently the most critical factor, namely access to and availability of credit. The funds made available by the EIB are not enough: it is absolutely crucial that we say – and we will say it tomorrow – that we want to do more to give credit to small and medium-sized enterprises."@en1
