"Mr President, ladies and gentlemen, I believe that we must resolve this crisis of small and medium-sized enterprises in an authentically European way. We are witnessing a plague striking small and medium-sized enterprises across the whole continent, caused by a lack of access to credit. The problem is that the banks are not lending to businesses, and it is also true that the attempts of some governments to finance the banks so that they, in turn, will finance small businesses, are failing because no one knows what debts the banks are in fact suffering at this time.
I therefore propose that the national states, by nationalising their national banks, advocate printing money, or vouchers corresponding to money, to finance small businesses. An attempt of this kind was recently made in the Republic of Taiwan, which issued vouchers that for all intents and purposes correspond to money, and gave them, in the form of personal vouchers, to Taiwanese citizens. This meant that, for all intents and purposes, USD or EUR 3 billion was issued in the Republic of Taiwan.
