"Madam President, the budgets adopted each year total significantly less than the amounts adopted in the multiannual financial frameworks. What is more, the budgets are implemented at a still lower level, which results in a significant amount of outstanding budgetary commitments (RELs). This phenomenon, in particular, stems from a system of complicated rules and requirements imposed by the European Commission, as well as the detailed regulations, pertaining to beneficiaries, introduced by the Member States. To improve the implementation of the budget, it is essential for both the Commission and the individual Member States to significantly reduce the bureaucratic burden. Secondly, in view of the deepening economic crisis in the EU, it is essential to make even wider use of both EU budgetary resources and funding, in the form of loans and credits, from the European institutions to support development in the Member States, and the SME sector in particular. Thirdly, and finally, it is also essential to make even greater use of EU budgetary resources and also funding provided by banks to ensure genuine diversity in terms of our energy supply, and the Nabucco project in particular. If we do not diversify our supplies of raw materials for energy production, especially natural gas, crises like the one in January will be repeated."@en1
