"Madam President, it will be a challenging task to draft next year’s budget. The European Parliament elections next spring will result in a long pause in the drafting process, and the possible entry-into-force of the Lisbon Treaty means that the budget would have been drafted under rules that are different from those under which it would be implemented. I therefore wish every success to Mr Surján and Mr Maňka, as the general rapporteurs for the budget, in this mammoth task. The EU’s structural policy is caught up in a massive vicious circle of bureaucracy. The cause is its hopelessly complex system of administration and monitoring, which is only geared up to cater for 20% of the Social Fund programmes and just 7% of the Regional Development Fund programmes. There is funding in place for only 2% of major projects. Moreover, more than two years of the new programming period have passed. For example, last year more than EUR 2.8 billion were withdrawn or postponed in commitments and more than EUR 4 billion withdrawn in payment appropriations."@en1
