". Madam President, ladies and gentlemen, I voted for this report. I believe that the concept of a Euro-Mediterranean partnership, which first took shape in the Barcelona Declaration in 1995, is ready to be taken forward in a more practical and effective manner than has been the case hitherto. I am pleased that the rapporteur supports the decision to reinforce the democratic legitimacy of the Union for the Mediterranean by enhancing the role of the Euro-Mediterranean Parliamentary Assembly. This is because I firmly believe that establishing a serious, lasting partnership ought to go beyond the scope of mere economic cooperation and financial support – although these are undoubtedly important – and should enable the objectives of peace and institutional stability, as well as prosperity and economic growth, to be achieved. I share the rapporteur's hopes that the strengthening of Euro-Mediterranean relations will provide a boost to the development of an area of collective and individual security, going beyond the area covered by the agreement, and that the European Union can contribute to the promotion of the rule of law, respect for human rights and fundamental freedoms and mutual understanding between different peoples and cultures; these, unfortunately, are still often seriously infringed even in countries with which the EU maintains regular economic relations. To this end, I hope that the instruments to be made available will be adequate in terms of achieving the ambitious goals that this partnership is setting itself."@en1
