"Madam President, I also welcome the Commission’s proposal and believe it to be an intelligent response to the crisis that we are facing. Like others who have spoken, and indeed the previous speaker, I strongly believe that this proposal must apply to energy conservation, and energy conservation measures must be a high priority of the Member States. Reduced costs for home installation would achieve three of our cherished objectives. It would reduce environmental damage by reducing CO emissions, it would assist in job creation, because energy conservation measures are very labour-intensive, and thirdly, in the long run, it would of course lower energy bills for the elderly and other vulnerable people in society. I hope that the Commission will press ahead with this proposal, that it will persuade the Member States that so far remain unpersuaded and that it will emphasise that, as part of the proposal, you can interpret energy conservation measures as being included."@en1
