"Mr President, I should like to draw attention to three issues in this debate. Firstly, it is essential to maintain a geographical division with respect to financial aid from the EU budget for Mediterranean countries and the countries of Eastern Europe, in accordance with the provisions of the Financial Perspective for 2007-2013, and also to continue providing support to these countries in the form of European Investment Bank loans. The sub-ceilings for loans to these countries anticipated by the EIB for the years 2007-2013 – EUR 8.7 billion for Mediterranean countries and only EUR 3.7 billion for Eastern countries and Russia – appear to be unfavourable from the point of view of Eastern European countries in the sense of being disproportionate to their needs. Secondly, it is essential to foster cooperation in the field of energy with these countries, under the auspices of the Eastern Partnership, and to create conditions which will ensure the supply of energy resources from these countries to Europe, thereby providing Europe with alternatives in terms of its energy supply. Thirdly and finally, it is essential to deepen the EU’s economic integration with the Eastern Partnership countries by extending the free-trade area to include these countries, as well as through social integration, the ultimate objective of which should be the abolition of visa requirements for residents of ENPI countries."@en1
