"Madam President, the international system is in a transitional phase and there are huge challenges for all of us. We therefore need to reassess and improve relations between the European Union and ΝΑΤΟ in order to address common threats, such as terrorism, the spread of weapons of mass destruction, the increase in international piracy and the new problems caused by climate change. At the same time, however, I consider that this is the right time for us to confirm the role of the UN Security Council as the basic guarantor of international peace and security. There is now an urgent need to reform the organisation and we have undertaken to advance this reform, so that the UN can respond more effectively to its important task. It is also important for us to stress that all states and international organisations, including ΝΑΤΟ, should refrain from the threat and use of any manner of violence, which is out of keeping with the aims and principles of the charter founding the UN. ΝΑΤΟ and the European Union have common interests and their relations should not be competitive. We need a more balanced partnership with better coordination of actions and stronger cooperation. However, each side should respect the independence of the other in terms of decision taking and ensure there is mutual understanding when military assessments differ. Finally, I should like to emphasise the need for respect for the states’ right of neutrality and, at this point, to ask for the call for the Republic of Cyprus to join the Partnership for Peace to be deleted. This decision is a sovereign right of every state and Cyprus is an independent and sovereign state able to decide its own future."@en1
