Personally, I do not regard the establishment of a functioning witness-protection programme as essential for effective legal action against high-level offenders in Kosovo, in particular, with regard to war crimes. Furthermore, I do not believe that it is vitally important for Kosovo to promote projects aimed, for example, at restoring vandalised graveyards with the direct involvement of local actors: the fact is that such projects would have no practical value for the communities in Kosovo and would not contribute to a better inter-ethnic climate."@en1
