"We have to be very careful when taking decisions like those proposed in this resolution. We cannot just open our arms and welcome everyone released from Guantánamo. Whilst assuring that the ex-detainees are treated with dignity we have to ensure that they are innocent beyond reasonable doubt before taking any decisions. Any haphazard decisions may be fatal if we do not pay the utmost attention."@en1
