"Mr President, thank you for your patience and indulgence. Let me take the opportunity to explain why I voted against the Greens and their amendment. I do not want to vote against the Czech Presidency. My first point is that the Czech Presidency does not call for a particular change in the so-called Barcelona targets, but for the opening-up of the debate on a possible and viable revision of the targets. My second point is that it is evident that there are different social, cultural and economic conditions which can hardly enable the achievement of the Barcelona targets in general terms and equally all over the EU. Thirdly, the report does not take into account further factors, such as the freedom of each family, as well as the interests of children. Last, but not least, it is also difficult to achieve the Barcelona targets because childcare is, quite rightly, entirely in the hands of national governments."@en1
