"− I have approved the compromise that is before us, even though it lacks the punch and boldness that I would have liked to have seen. I am dismayed and angry about the large-scale, disproportionate offensive by the Israeli air force and ground troops in a densely populated area. I feel solidarity with and concern for the fate and safety of the 1.5 million Palestinians held in Gaza, for whom it is impossible to leave the Gaza strip, and for the humanitarian situation of the Palestinians on the West Bank who, despite cooperation from the Palestinian National Authority, see no improvement in their living conditions. It is unfortunate that the compromise does not mention the problematic upgrade of relations between the EU and Israel. I would urge the Council to freeze the upgrade of relations with Israel until a complete and permanent cease-fire has been agreed by all sides and Israel grants unrestricted access for humanitarian aid. Relations between the EU and Israel can only be upgraded if human rights and international humanitarian law are respected, the humanitarian crisis in the Gaza Strip and the occupied Palestinian territories are brought to an end and an all-out effort is made for a comprehensive peace deal and for the complete implementation of the EC-PLO interim association agreement."@en1
