". The European Union really has every good reason to be concerned by the situation created in Somalia where a power vacuum has virtually formed which has every chance of being filled by Somali Islamic militia. Apart from withdrawing the three thousand Ethiopian troops, the missions under the auspices of the African Union could also withdraw if they do not receive additional support during the subsequent period. I could not describe the European mission patrolling the waters in the region as anything other than a resounding success, but this task only involves treating the effects of the ‘disease’, and not at all the disease itself. Somalia must have a government capable of acting as a dialogue partner for the international institutions, European Union and all the other states willing to assume an active role in bringing stability to this region."@en1
