"Madam President, dichloromethane has narcotic effects causing damage to the central nervous system and loss of consciousness, as well as cardiotoxic effects. If it is misused there is a direct risk of death and this factor has implications for terrorism. I therefore support a ban on its use by ordinary consumers and strict restrictions on professional use. As alternative and possibly less toxic bleaching substances exist, then in my opinion it is unnecessary to permit exceptions. However, the proposal we will vote on tomorrow will allow Member States to apply to the Commission for exceptions in justifiable cases, although under very strict conditions. I would like to know how the Commission or anyone else will assess the validity of applications for exceptions and how they will monitor compliance with the restrictions."@en1
