"Madam President, I should like to begin by congratulating the rapporteurs on their excellent reports. Time is short, so I shall only refer to the report by Mrs Klass and highlight certain shortcomings of the proposed directive. The directive lays down a training and certification system for distributors and professional users of pesticides. The proposed arrangements should, however, provide for mutual recognition between Member States of certificates confirming completion of training in the use of pesticides. The directive also retains the regulations of the system of technical control and maintenance of equipment for the application of pesticides based on national legislation. I believe it would be appropriate to regulate this matter at Community level. If such control were based on international provisions there would be every reason for mutual recognition of the results by the Member States. This is particularly relevant in relation to the exploitation of fields located in borderlands and to official plant protection action. One final reservation I should like to mention is the failure to take account of the special circumstances of forest protection. Forests cannot be maintained without aerial spraying."@en1
