"I am delighted that we have managed to pass the safety of toys directive at the first reading and that we have rejected an absurd proposal from the Greens and some Socialists for mandatory testing of all toys by independent bodies. They put forward this blocking amendment despite the fact that experience from both the USA and China has shown that toys on the European market are defective in spite of testing. Our aim is for producers and importers to bear full responsibility for safety. It is up to producers to confirm that their products meet the standards. Where such standards do not already exist, Article 18 of the directive imposes tests. The costs of external tests average around EUR 3 000 in the Czech Republic. This would put small firms in the EU out of business, while at the same time testing toys in China would not guarantee their safety. Responsibility must rest with importers and producers, but definitely not with unregulated testing centres around the world. My congratulations to parents with this gift from us."@en1
