"Mr President, I should like to begin by thanking our rapporteur, Mrs van den Burg, our coordinator, Mr Lehne, and our shadow rapporteur, Mr Gauzès, for their efforts to arrive at a position that I consider to be extremely effective and reasonable. Indeed, we are well aware that we need to adapt our rules to the specific circumstances of small and medium-sized enterprises, and that is why we very strongly support the plan for small and medium-sized enterprises that has been proposed by the Commission and endorsed by the Council. Nevertheless, I would add that we must not do this, as it were, by regarding these small and medium-sized enterprises as sub-enterprises, by putting them in a kind of ghetto where there would be so many simplifications and so few rules that they would no longer provide the guarantees that enable them, in particular – and especially in the current crisis – to obtain the credit they need in order to operate and grow. This is why I, like Mr Gauzès, very strongly support the resolution proposed by Mrs van den Burg and adopted by our committee, a resolution that is about asking the Commission to submit a proposal that would enable the Member States to exempt businesses that are characterised by their very small size – a balance sheet of less than EUR 500 000, a turnover of less than EUR 1 million and a staff complement of less than 10 people – and that have only local or regional operations in a single Member State, from having to comply with the directive. This will therefore enable the Member States to adapt their legislation, as Germany has done, but at the same time to treat small and medium-sized enterprises like the others – that is very important. Small and medium-sized enterprises do not develop separately; Europe must take action to ensure that they are not at a disadvantage with regard to the others."@en1
