"I voted in favour of the Cercas report, which opposes some of the proposals made by the Council in June 2008, which were intended to substantially amend the Directive concerning certain aspects of the organisation of working time, in place since 1993. Indeed, I can only support the rapporteur, who recommends gradual removal, over three years, of any possibility to derogate (opt-out clause) from the maximum statutory limit on working time, which stands at 48 working hours per week for individual workers. As regards on-call time, it is clear to me that it is absolutely essential that this time, including inactive periods, be wholly considered as working time. By voting in favour of the Cercas report, the Committee on Employment and Social Affairs of the European Parliament has adopted a balanced position that protects European workers, and it is a position that I share. Were they to be implemented, the measures recommended by the Council would represent a step backwards in relation to the current rights of workers, which would not be worthy of a Europe that is supposed to be both competitive and social."@en1
