Dividing shifts into active and inactive time on duty is contrary to the concept of working time and key regulations on working conditions. Is it possible for someone to monitor when a doctor takes a break during a shift, or when they are carrying out their duties by performing an emergency procedure, providing treatment or planning the next operation?
