"Mr President, the approval of the budget always involves a clash between our expectations and reality. The framework of the budget is not very flexible, and it is difficult to reallocate resources. Although this does reflect the stability of funding for specific activities, it also means that it is difficult to respond to a constantly changing reality. The current budget does not, in view of the current situation, reflect the wishes of many MEPs, such as the need to counteract the growing economic crisis, or to fund new technologies which will be used to improve the environment and combat climate change. The budget does not meet the expectations of young people, schoolchildren or students, with regard to financial support for youth exchanges, access to education and study abroad. Finally, I would like to say that successive budgets and financial perspectives have been more geared towards continuing previous budget plans and objectives, rather than responding to current and future challenges. That is why we need regular reviews of financial perspectives, as seven years is too long in terms of budgetary planning."@en1
