"Mr President, today's debate on the budget is more significant than it has been in the past. Much depends on the Union’s budget, its size, and how it is allocated, especially in these times of serious economic crisis and in view of the looming food crisis. In addition to the economy, food and energy security, we also have to focus on the development of backward regions, such as the eastern part of the European Union. We must also improve the way in which we manage our resources, including the management of restructuring funds. The budget clearly lacks funding for culture, education, science and the fight against poverty. This is due to the limited resources foreseen in the budget and proves that 1% of GDP is not enough to properly tackle the tasks at hand. The proposed budget is extensive, detailed and, as a result, not very readable. It is high time that we thought about this problem and, in the future, adopted a different format."@en1
