"I would like to congratulate France for presiding so splendidly in the last six months. The world financial crisis, the conflict between Russia and Georgia, and relations between the EU and China have been just a few of the challenges. This has been the context of these six months and we must recognise that France has performed the role of EU President effectively and impressively. I would like to express a few thoughts on the European Neighbourhood Policy, in particular the Eastern Partnership, which was discussed at the EU Council in October and last week in Brussels. The events in Georgia are a clear example of how the European Union can act at the epicentre of events and how it can influence them positively. Most importantly, it also shows how the European Union can be united and show solidarity. Another example is Belarus, which for many years now has not been able to take advantage of the opportunities of the European Neighbourhood Policy. I would like to stress that this autumn changes have also been observed in Belarus which offer hope that relations between the EU and Belarus can be qualitatively different; they can be truly neighbourly relations. The opportunities to cooperate are very real if the Belarus leadership realises its obligations regarding freedom of the press, elections, the Internet and other issues mentioned to us. Today President Sarkozy said, and I quote: ‘I have tried to make Europe move, but over the last six months Europe has actually changed me. I have become more tolerant and open’ (end of quote). Ladies and gentlemen, it seems to me that Europe helps many people change, ourselves included and, as for Belarus, even the leader of that country, Alexander Lukashenko. This is great."@en1
