"Mr President, I would like to stress what many here before have already said, which is that now that we are talking about the decisions which are under discussion, we have to remember that will only result in the implementation of the decisions that the Heads of State or Government took back in March, 2007. Moreover, the level of aspiration must be that we implement the decisions that have already been taken.
In that sense, what Commissioner Dimas said here about the relationship between flexibility and effective implementation is extremely important. We need action within the European Union and I wish to show my support for the rapporteur, Mrs Satu Hassi, when she says that it is our duty to take decisions within the European Union. Only in this way can we guarantee what many of us are speaking about, which is beating the economic crisis by means of eco-innovations and investing in new technology and new development. Unless we ensure that these requirements apply to us too, industry will not be motivated to start developing new technology. For this reason, I am slightly concerned if we are going to allow some countries special flexibility, as then in the worst-case scenario they will be losing out, which is to say they will not receive the technological benefits that the other EU countries will."@en1
