"I would like to note that for me and my colleagues, it is important that an outcome is reached in the talks on climate and energy, so that Europe can be a leader in the talks for an international agreement. At the same time, however, I would like to express, with sadness, disappointment that progress has not been made in one of the most important issues for countries of Central and Eastern Europe and that is, for the just recognition of their efforts in the period from the time of the signing of the Kyoto Protocol to the present day in the reduction of emissions. I consider that a solution should be found which, within the framework of the compensatory mechanism, will also take into account the efforts made by these countries because, as well as their level of economic development, the issue of restructuring the economy in these countries has been quite topical these past years. I’m delighted that Mr. Borloo made mention of the meeting to be held next week which could give progress to this issue. It is very important, in relation to electrical energy trade quotas, that this process takes into account the integration of this sector in various countries. In some countries there are long-term agreements and therefore the gradual implementation of these quotas, in countries where the market has not sufficiently integrated with the emissions trading system, will be a good solution. I applaud the search for a solution on carbon emissions and I consider that the up-to-date information issued by the Commission on this issue will contribute to finding solutions that will protect industry in countries which are in competition with neighbouring countries outside the European Union."@en1
