"The record high prices for staple foods, which have a major impact on the numbers of people suffering from hunger in the world, are due to several well-known factors. Apart from the specific situation in some countries (such as China and India) these factors include global fluctuations in the weather, the shift from growing crops for consumption to growing crops for biofuel production and low world grain stocks.
In this context I consider it essential for the EU to develop a unified, coordinated and effective response. I welcome the Commission proposal to establish a fund for handling the food crisis, particularly at a time when higher food prices are increasing the cost of the food aid which is needed by increasing numbers of people. We must not forget that we are using EU taxpayers’ money for development aid. Neither the sharp food price increases in developing countries nor the results of these increases on the poorest people can justify us in failing to ensure the effective and transparent allocation of these funds. In view of the unstable regimes in many developing countries, the violations of democracy and the corruption I am very reluctant to prop up their national budgets. I would prefer to support projects and programmes that are managed by non-governmental or semi-governmental organisations, consortiums or associations representing these. Two years ago I made a proposal adopted in a plenary session for aid to be monitored and assessed twice a year and then signed off by the Commission, the local state authorities and the aid recipients."@en1
