"Mr President, the Committee on Budgets was aware of the European Union’s moral responsibility to countries that are in difficulty. However, you need not regret for a moment, Commissioner, that we were unable to find the money for this noble purpose in Chapter 2. There is no point regretting this, because we have the same moral responsibilities to European farmers, whom we have been telling for months that there is no money for this, that and the other thing, and that the farmers in the new Member States will have to wait 10 years until they receive equal treatment. The funds had to be found elsewhere, in the appropriate place, and as the rapporteur has stated, we have indeed succeeded in doing so. I think that we have done a good job and we can be proud of it. The Committee on Budgets faced yet another problem. We were not convinced that – as the Commissioner has also stated – the Commission responded quickly, and that the European Commission’s proposal is expedient in every respect. We found it regrettable that the concept of microcredit was not mentioned in the original material. The Committee on Budgets considers that it is very difficult to determine in Brussels or at the headquarters of any other international institution how one or another region or farmer that is facing difficulties can find a way out of their situation. The microcredit system has proven to be very successful and has helped many countries in difficulty, and we are very grateful that the Committee on Development has accepted the recommendations of the Committee on Budgets in this regard. Commissioner, I cannot guarantee, but can predict that in all likelihood the result of the vote tomorrow will meet with your satisfaction and that of all concerned parties.
