"I felt obliged to abstain on the vote on the report by Patrick Gaubert () on the proposal for a Council directive on a single application procedure for a single permit for third-country nationals to reside and work in the territory of a Member State and on a common set of rights for third-country workers legally residing in a Member State. I did so because regrettably Ireland did not opt in to this proposal under Article 3 to the Fourth Protocol to the Amsterdam Treaty. Demographic forecasts and the current economic situation prove that an effective immigration policy is needed in Europe so that our labour force requirements are regulated appropriately. In the coming decades Europe’s economic and social development will depend on an influx of new economic migrants. This means that we need active Europe-wide policies for admitting both highly-skilled workers and less-skilled workers."@en1
