"Mr President, as many people have said, civilians, many of them children, are indiscriminately killed or injured by cluster bombs every day. Many of those child victims are disabled by cluster munitions and have to live with that disability for the rest of their lives. Yet the shocking fact is that cluster munitions are stockpiled in over 15 EU Member States. Horrifyingly, there is evidence that at least seven EU Member States are still producing these weapons. In my view, these countries, as well as those that have used them – including the UK, my country – have blood on their hands.
Banning the production, transfer and stockpiling of cluster munitions will save many lives. This Convention will also ensure the provision of much needed resources, such as medical care and rehabilitation to aid victims of cluster bombs. I urge all EU Member States to sign and ratify this Convention and not to try to redefine what we mean by cluster munitions so as to wriggle out of their responsibilities, as certain Member States are trying to do."@en1
