"Ladies and gentlemen, the Blue Card will relieve several labour and immigration problems. The Blue Card is a so-called ‘carrot’ in the struggle against illegal immigration. By promoting and facilitating legal immigration, Europe will not only be combating the shortage of specialists, but also the trafficking in human beings and illegal immigration.
I support the idea that Member States must have the right to decide how many cards they wish to issue each year. At the same time, we should not become protectionist due to the present economic crisis. We must be prepared to receive highly qualified workers from third countries. We should not close the door to talented citizens of third countries as a result of the present economic recession.
We need a uniform approach in order to remain internationally competitive. The European Union system of 27 different permits is an obstruction to ‘brains’ coming to work in Europe. A uniform system may be one solution that would help surmount the present period of recession, not to mention the improvement in competitiveness today and, especially, in the future."@en1
