"Mr President, within the next 20 years, the European Union will need more highly qualified workers from third countries. Other states have been making disproportionate use of the potential in this area for years. The regulations produced by the EU are balanced and are intended to prevent the brain drain from third countries. The requirements at any given time will be determined by the Member States. This all sounds very sensible but, on the other hand, we are currently threatened by recession because of the financial and economic crisis.
Unemployment will increase throughout Europe and some Member States already want to restrict the freedom of movement of workers within the European Union even further. Would it not be more sensible, in a situation in which we are being forced to change our industrial policy because of environmental issues, to invest in more and better training programmes for highly qualified employees who have significant potential for innovation? We must focus all our efforts on this issue instead of poaching top employees from third countries. That alone will not be enough to secure our future in the long term."@en1
