"Madam President, ladies and gentlemen, the financial crisis and the slowdown in the economy underline the central role that the Member States and then the European Union ought to play in ensuring socio-economic welfare, but it should also be stressed that politics ought to take back full control of the economy and combat in every possible way the virtual finance that still controls the destinies of millions of people. Reducing the impact of the global slowdown on the European economy, in terms of employment and economic activity, ought to mean promoting an approach based on the European social model. This ought to be the priority for 2009: employment and social protection for growth. Finally come practical steps to reform the rules of the European financial system, at last, after the banking and finance system has been allowed to plunder and squeeze public assets and private individuals. The Commission’s strategy to support those who are losing their jobs seems to me to be too little, too late, just like the support for small and medium-sized enterprises and investment in research. Above all, I note that the speeding up and implementation of cohesion programmes is distracting attention from other needs. Before worrying about creating confidence in the markets, governments and commissions ought to re-establish citizens’ confidence in the independence of those who govern them from the influence of off-shore finance."@en1
