"Mr President, Commissioner, ladies and gentlemen, I am very happy to see the evidence of a very positive codecision process in agriculture, which been possible through the enhanced cooperation between the Council, the Commission and the European Parliament. This is a good omen and I am sure that you will permit me to congratulate Mr Capoulas Santos on his balanced report on modulation, on young farmers and on security in the workplace, as well as in relation to the new challenges.
We are going through a difficult transition: we know about the soft landing and decoupling, and other innovative measures. As we go through this transition we must protect farmers who will be faced with the removal of milk quotas, as well as disadvantaged areas such as those in the tobacco sector, and we should take the opportunity of this shift to embark upon a serious rethink post-2013 to update the aims and new missions of the common agricultural policy (CAP) and to launch a debate on a way to overcome the dichotomy between the first and second pillars."@en1
