"Mr President, Commissioner, ladies and gentlemen, this oral question put to the European Commission by Gerardo Galeote, on behalf of the Committee on Regional Development, is totally justified and relevant. The reasons why the Council has blocked reform of the Solidarity Fund, given its inability to reach agreement on a common position that would allow the legislative process to continue, should be spelt out. It is difficult to see what reasons there might be for the Council’s position, except perhaps mean financial reasons. Does the Council not want a more agile and immediate response to the natural disasters that occur? Does the Council not want this type of speedy response to be available for any other type of disaster, such as major industrial disasters, acts of terrorism or public health emergencies? It is vital that a clear answer is given to these questions, just as it is also vital to clarify what the European Commission thinks about this situation and whether it intends to take any steps to unblock the legislative process. The value of solidarity must also be fully ensured in this area. Citizens really would not understand if this did not happen."@en1
