"On 19 May 2008 the European Ombudsman, Mr Diamandouros, submitted his report to the Committee on Petitions. In it, he presented a detailed account of his activities together with data expressed in terms of figures and percentages. According to the report, the number of admissible complaints addressed to the Ombudsman has risen. It increased from 449 in 2006 to 518 in 2007. Compared to 2006, the number of inadmissible complaints fell last year. The reasons for lodging complaints were various. They included lack of transparency, unsatisfactory procedures, avoidable delays, discrimination, failure to ensure fulfilment of obligations and legal errors. Most of the complaints, as much as 65% of the total, concerned the European Commission. Only 9% of the complaints lodged with the Ombudsman concerned the European Parliament. The European Ombudsman also mentioned errors on the part of the European institutions. Mr Diamandouros criticised the European Commission for failing to comply with the legal requirement to publish in 2006 the 2005 annual report on access to documents of the European Parliament, the Council and the Commission."@en1
