"Madam President, Ombudsman, I have noted the rapporteur's phrase expressing her support for the role of the Ombudsman as a valuable source of constant improvement to the European administration.
The more citizens who know about the institution of the Ombudsman, the better Europe will be; it will be a Europe which is not frightened to address and rectify its weaknesses. That is why it is particularly important for the code of good administrative behaviour to be applied by all the institutions and organisations. That is why a broad interpretation of the concept of maladministration is particularly useful. If we speak of active citizenship, we cannot at the same time, when citizens take recourse to the institutions of the European Union in order to enforce their rights, be unable to give a basic response to their concerns or, even worse, be unable to safeguard the fundamental values of the European Union."@en1
