"Yes, we have an obligation to help developing countries and, in particular, the least developed countries (LDCs) and the small island developing states (SIDSs) to limit the impact of global warming, as these countries will be the first victims of global warming, without being responsible for it. If, once again, it is development credits and the European Development Fund that are mobilised, the alliance concerned will be no more than a sham. At present, Africa is the ‘forgotten continent’ of climate negotiation. This ambition must, however, be reflected in a financial commitment commensurate with what is at stake. Therein lies the problem. The budget of EUR 60 million provided for by the European Commission is not enough. The long-term funding objective should be one of at least EUR 2 billion between now and 2010 and of EUR 5 billion to EUR 10 billion between now and 2020. To fund this increase, the Commission and the Member States must use at least 25% of the revenue from the Community’s emissions trading scheme. We are also requesting measures relating to financial aid, technical assistance and technology transfer in order to facilitate the use of low greenhouse gas emissions technologies. Finally, new methods of funding need to be unblocked."@en1
