Madam President, ladies and gentlemen, I have voted in favour of Mrs Niebler’s report on the conclusion of the Agreement on Scientific and Technological Cooperation between the European Community and the Government of New Zealand. As we see from the proposal for a Council decision, New Zealand is the only non-European industrialised country with which the Community has not yet drawn up a formal agreement on science and technology. For this reason, and in view of the increasing complexity of technological innovation and the speed of scientific progress, I feel that it is more appropriate than ever for the Community to formalise the existing cooperation agreement so that collaboration can be strengthened, particularly in sectors that are more important than ever, such as health, biotechnologies and information and communication technologies. I believe that this will enable the Community to take full advantage of the potential of cooperation with New Zealand on the basis of principles of effective protection of intellectual property and fair division of intellectual property rights."@en1
