In view of the ever-changing audio-visual sector, we need not only to educate children, but also appropriately to inform parents and educators about the risks to children and to involve them in creating a situation where online information services can be used in a safe environment. Based on the opinion of the Committee on Legal Affairs, our aim has been to devise a European strategy for combating online grooming and protecting the physical, mental and moral integrity of children which might be affected by their accessing inappropriate content via new communication media. We have requested the adoption of a quality label for online service providers so that users can easily check whether or not a certain provider subscribes to a code of conduct, as well as the creation of filters and effective age verification systems. Crime in this area is not restricted by national borders. I believe that we need a coordinated approach with regard to the various national databases and need to connect them to Europol. At the moment, we cannot disregard, either, the economic risks involved in children using the Internet, which is why we requested mobile telephone services too to be mentioned explicitly as an area in which children need to be protected from abusive or harmful conduct.
