"Mr President, Commissioner, I should like to start by congratulating you on your assiduity and on the new programme which you have presented. I should also like to congratulate the rapporteur, Mrs De Sarnez, and my colleagues who worked to achieve a better proposal and a good agreement. Allow me to highlight the significance of this programme to mobility in Europe, in allowing Europeans to familiarise themselves with the outside world and in contributing to the role of Europe in the development of and in the dialogue between cultures in the modern world. May I also remind the House that this programme can function as a complement – and we must make use here of all the opportunities without any overlaps – to two important new instruments at our disposal: the Euro-Mediterranean University and the European Institute of Innovation and Technology. I should also like to point out that we must consider the qualitative evaluation and analysis as well as the figures, which are sometimes positive and sometimes negative. We need to look at the countries which do not participate and why they do not participate, because the methods used to apply, approach and evaluate Erasmus really do differ from one university to another. It is a pity, therefore, that these opportunities are being lost as a result of distortions or the wrong approach by education establishments or bureaucratic problems in the various countries."@en1
