"Mr President, I should like to make just two brief comments. Firstly, I would ask our Commissioner to convey the concern resounding today to the Ministers for the Interior. We have been told that PNR data offer opportunities for fighting crime. Indeed, many here in Parliament have affirmed this. The issue that preoccupies us, however, is whether this is proportionate. We are storing millions, even billions of data for 10 years for perhaps a handful of cases. Is that proportionate? This is the concern preoccupying us all. The second thing I want to say is that I do not understand why we are talking of a European PNR system. The proposal on the table involves the development of 27 national PNR systems, not a European PNR system. If Member States have such a pressing need for this tool in order to fight crime, we would suggest that the Ministers for the Interior go to their national parliaments and discuss and implement it there. Discussing common data standards is one thing – but making it a mandatory objective for the Justice and Home Affairs Council is another. Personally, I sense that the Ministers for the Interior have been unable to push this through at home, at national level, and are consequently seeking to do so via the Council. Therefore, we must say ‘no’."@en1
