"Apart from its trans-national character, the current global financial crisis risks creating a state of major panic very rapidly, not only in the financial, banking and economic sectors, but also at the level of the ordinary European citizen. I believe that, even more than the severity of the economic phenomenon which must be kept under control both financially and economically, the danger of having European citizens being stricken by panic is much more difficult to measure and its effects will need a much longer time to heal. Therefore, I am making a public appeal to you, in your capacity as presidents, and ask that you, whatever steps you take to directly, immediately and efficiently solve the current economic and financial crisis, make sure that such steps are transparent to European public opinion, so that citizens feel protected by the European Union, whose aim was precisely to provide a protective framework in cases of grave emergency. If we do not manage to strengthen European trust and solidarity now, we face the danger of seeing everything that we have consolidated with difficulty over the past 50 years disappear."@en1
