". In a properly functioning Europe, the patient must be able to apply for proper care and treatment wherever it is available. If there are waiting lists for a heart operation or a hip replacement in one country, access to treatment in another country must be possible without any protectionist jungle of legislation. The removal of barriers also means better use of existing resources. Most of the speeches opposing the movement of patients and services appeal to the worst aspects of Europeanness, xenophobia and mistrust. Properly functioning health services, both public and private, are part of the welfare society – the European welfare society."@en1
