lpv:translated text	"The Committee on Internal Market and Consumer Protection held intensive discussions about the provision of cross-border healthcare back when the Services Directive was debated. The agreed compromise was reached only because healthcare services were excluded from the scope of the Directive due to their specific nature. Since this is a complex problem, I welcome this debate. Clear and understandable information must be available to the patient even before he requests healthcare in another EU Member State, in particular regarding the level of treatment costs, the possibility of being reimbursed by his health insurer and the need for prior authorisation. Ladies and gentlemen, we have to adopt rules at European level that will enable the patient to make use of healthcare services anywhere within the EU, rather than make him a victim of the system."@en1
