"Mr President, speaking in this debate I would like to say that, from the point of view of the new Member States, it is important to leave the possibility of introducing restrictions on the use of healthcare abroad to the national level, principally because of the insufficient funding allocated to healthcare in these countries. Similarly, it is essential to apply the principle that a patient has the right to a refund of costs up to the value of what would be paid if the patient had used healthcare in their own country until such a time as the differences in development between the old and the new Member States have become significantly less.
Finally it is worth emphasising that the proposed solutions, particularly as regards the introduction of the European Reference Network, and also the European Network for Health Technology Assessment, provide an opportunity to raise the standards of medical care and also to make more effective use of healthcare resources in the European Union."@en1
