"As IMCO rapporteur for this report, I am pleased to see that the work carried out by my colleagues over the last three months has materialised in this balanced report containing significant improvements to the electronic communications sector. I trust that these changes are to the benefit of consumers, providing them with a wide array of choice; I am also confident that these changes will support a competitive market.
I believe that maintaining functional separation as an option available to national authorities will give them a chance to promote competitiveness in this field. European economic growth and consumer welfare depend on a dynamic and competitive telecommunications sector. Competitive markets have more broadband available, and new-comers on the market have brought with them increased speed and innovative services.
In this way, the objectives of the new directive have been attained: reformed spectrum management, improved consistency of the regulations governing the internal e-communications market, and increased level of security and integrity, to the benefit of service users."@en1
