lpv:translated text	"Following the shipwrecks of the oil tankers and the European Socialists led the fight for ‘high-end’ EU legislation on maritime safety. the application of the ‘polluter pays’ principle to the maritime sector. I strongly support this message to the Council. I appeal to Nicolas Sarkozy and Dominique Bussereau to ensure that the French Presidency allows the creation of a maritime area in Europe that can serve as a model for all. The seven Third Maritime Safety Package reports are a decision step towards achieving that aim, provided the Council does not empty them of their content. Since the first reading in 2007, the Council has rejected most of Parliament’s recommendations on the other five. At this second reading, and after a great deal of amendment work, Parliament reaffirms the absolute priority it attaches to the creation of a European maritime policy that affords a high level of protection with regard to: flag state control a Community vessel traffic monitoring system liability of passenger carriers ship inspections and survey organisations the designation of an independent competent authority for the accommodation of vessels in distress"@en1
