"− Legal clarity of the legal framework for combating terrorism is just as necessary as clarity and determination in this whole regard. In this sense, the Commission’s concern about the mechanisms, means and methods involved in recruiting terrorists, particularly those who are recruited in European countries – who are often born and bred here – is understandable. In this area, we need to ensure that police authorities and the State have the necessary means to act, preferably in a preventive way. Actions aimed at combating this phenomenon that do not involve police or judicial authorities are also relevant. It is a question of ensuring that, alongside the reaction of the legal system, there is also an alert and attentive political system that can take action, whether by strengthening integration, promoting the voice of the moderate majority, or tackling the marginalisation associated with illegal immigration. For all these reasons, the political authorities need to be attentive and active. Whilst it is impossible to prevent all acts of terrorism, it is possible to avoid an environment that promotes, provokes and fuels terrorism."@en1
