"Insufficient data on waste generation and management prevents the European Union from enforcing a harmonised policy regarding waste. Statistic tools are necessary for an evaluation of compliance with the principle of prevention of environmental degradation as a consequence of waste usage and the monitoring of waste at the time of generation, collection and disposal. Member States have recognised that there are insufficient statistical data and that the definitions contained in this report are not enough to lead to comparable results between the states. This is why data collection can be done much better at Community level, in line with the principle of subsidiarity.
As far as agriculture, fisheries and forestry statistics are concerned, we should take into consideration the degree of coverage by this Report of the treatment of agricultural and biological waste. Therefore, there are several essential issues that need particular attention in order to ensure the accuracy of data and consequently the harmonisation of statistical information at Community level."@en1
