"Mr President, less than two weeks ago the European Court of Justice found that Ireland was in contravention of the Water Framework Directive in regard to some of its waste water treatment systems. I must say that, personally, I am very pleased that the Commission is actively involved in trying to ensure clean drinking water in Ireland. However, the EU Commission now has an opportunity to build on that good work. It can do this by granting an extension to the Farm Waste Management Scheme. The deadline for completion of works is December 2008, but, because of exceptional circumstances, work will not be completed. If the deadline is not extended, as I said, work will be incomplete and nobody will benefit. Extending the scheme would be a win-win situation for water quality in Ireland, for the environment, for farmers and for Commission policy. It would be a reasonable and sensible move by the Commission to extend the deadline in order to ensure compliance with the Nitrates Directive, and it would show joined-up thinking with regard to the implementation of EU policy."@en1
