"Mr President, as the Minister said, this is a sensitive and highly complex issue on which it is not easy to achieve consensus among 27 Member States or even in this Parliament, as has been seen. As my colleague Inés Ayala said, soil is a non-renewable resource that is connected with natural disasters and agricultural production and that encompasses such delicate and demanding issues as soil use, development and nature conservation.
Many interests are at stake and many fellow Members question whether this directive is necessary. Others question its flexibility. A very rigid legal framework is not always the best way to achieve the objectives sought, bearing in mind the different situations. In my opinion, this directive is important and necessary to maintain the balance of the ecosystems."@en1
